Yes, it does. I THINK (Don't quote me on this) that every time you start a game once countdown has started, it counts as a game on your record. The only way for this not to happen is to leave before pregame has even started. Now, I may be wring, and that until the pre-game timer runs out, it still doesn't count as a game, but I'm not sure.

TL;DR: If it's in the middle of the game, it counts.

No, you're wrong. If you weren't hit for 30 seconds, you can /kill and you won't get a loss. Also, if the person who hit you leaves the game you can /kill straight away.
