nope. when you cross the bridge with a chest under it, go left. go up the stairs and go onto the roof. theres a double tier 2. you should be able to see it from spawn

there is also another tier 2/ tier 1 double chest in the same area he is describing just get back on the roof of that building and goto the right through the other stair case and drop down on the inside of the building
