To my knowladge there are 4 xp bottles on the map. so using all 4 is bannable or..?

It's not allow to remove something from anything if it's considered OP (god apples, potions, )

This ^^I hate rules like this, where people have to decide whether or not it is OP. What about the iron sword on breeze? I have seen high ranked players and mods use that. However, when people used to take the diamond sword on Wyvern's Wake, if a mod was on you would be asked to burn the sword, and possibly get kicked or temporarily banned.
I say that if it is on the map, it should be free game. Part of the games should include knowing how to be resourceful, such as using the switch in the sand/water/lava trap on SG 1 for the casino. These "rules" about OP items are not so much rules, but rumors and mistakes by map creators. It should be the responsibility of map creators to avoid implementing OP items, not the responsibility of the community to decide what is OP and what is not.

You only had to do that on one of the diamond swords, the other was just in a furnace (right by a billion more furnaces)Iron Sword on breeze is allowed because you get it by pressing a button,while on Wyverns`s you had to break a glass block and rightclick on the furnace to get that diamond sword,thats why it wasn't allowed.
On the second part, I have to agree with you,map creators should avoid adding OP items.
