Hackers? Anti-cheat? Plug-ins? Make the hacking rules more strict?

I can't tell you how many times I'm having a good game (which doesn't happen often due to all the tryhards) and one of the last people is a hacker. I play on US, CA, and EU, and they all have plenty of hackers. Sure I can usually deal with hackers if they don't regen hack, but I don't understand why anti-cheat can't be improved. It seems like all NCP does is cause you to lag back when you are trying to run away after a fight (sometimes getting you killed), instead of actually preventing hackers.

I actually got in a skype call with a hacker and he flew in the lobby. I asked how he was flying, he answered :"I'm OP on this server" He obviously isn't so clearly, he knows that he's hacking it's not an 'accident' so I think hackers should be perma-ban on their first offense or 1 month +
