Yes. Ranks are allowed so long as any perks gained are cosmetic. Coloured names, prefixes, special hats etc. are fine.

No, it isnt against the EULA. Kicking players is more of a perk which was coded and isnt part of the vanilla game. For instance, kits on faction servers are against the EULA. Kicking players isnt.
