There are exceptions.
We're not just going to put the win limit to 0 because that could mean anyone could apply. Your wins also shows that you've played some games and won some of them.

We have the win limit to focus on a group of players over the win limit. If we had it at 0, we would have to consider every applicant, play games with them and see if they're good. We want people with experience. Somebody with 6 wins may be a decent player, but their experience wouldn't be very good. That's another reason why we have the win limit. Also, if the player has enough wins for the clan, it's likely that they've been in the community for longer, therefore giving us a better judgement of the player. We'd know if their amount of wins is accurate to their skill level, if they're a nice/cool person and if they are suited for our clan.

Wins are kind of everything when it comes to a clan shiny. They're not going to let people in that play just for fun unless they're good.
