There is literally no /kill command that can be used, as not even Admins have access to that command. What happened is Slasher kicked him from the server, but he was ghosting (as you can see from the fact that everything freezes after it says "blah was eliminated from the games". and the fact that it says he timed out.
Slasher in no way abusing his powers, he was kicking for something that he felt was disrespect.
And yes, banning for an alt account is a perfectly valid reason. If you are banned on one account, that does not mean you can just jump on another account and continue playing, that completely misses the point of a ban. I'm not going to discuss why the account was banned, but you can't just jump on another account to void a ban.
