1.7.2 MCSG teeeechically doesn't exist yet. The way it works is pretty much a taped together plugin that makes 1.7.2 players able to connect to a 1.6.4 server. (Sort of, this is the reason why you can connect to any major server on 1.7.2 and 1.6.4) This means, when MCSG is 100% updated to Bukkit when it's stable, 1.6.4 will no longer be supported. Who knows if that version of Bukkit will support the knock-back ability given to fishing rods.
(I really hope I'm not misinformed and look like a complete idiot right now)

You guys can confirm this yourself: Try to incorrectly craft a flint and steel with the materials in the wrong places with a 1.7 client: In 1.7, the recipe is shapeless, and your client will say "That's okay with me!" and the recipe will show up for a brief moment before disappearing. This is because the server is saying "That's not a real recipe" and denying you the ability to craft it. Thus, the server still thinks it's back in 1.6.4...because it is.
Fishing rods, however, will still work in 1.7, even when the server fully updates...or at least they should. Technically, there is a chance of them not working, but such has been true for any update since the beginning of Bukkit. It's all up to the CraftBukkit team, or the Spigot team, or whatever...(I don't know all the specifics.)
Though the internal layout of Minecraft has significantly changed from the last update, I find it unlikely that fishing rods won't work. In fact, to my knowledge, (Which is admittedly limited in some ways.) it's kind of impossible for Bukkit/Spigot/Whatever to not allow fishing rods to work unless they did some major reconfiguring of the core parts of themselves, as fishing rods working on players is merely a side-effect of what these server configurations are truly doing, not a feature. Though significant changes have to be made to fit 1.7's needs, I don't believe the places that will change significantly will be the exact same places that allow us the ability to use fishing rods on other players.
