This means there is no more space on the server. Please look at the server list for servers which have space on them. If you join straight after a server restarts, you are more likely to be able to connect as it will have spaces for a short period of time.

How come whenever a game ends, the server goes offline for like 2 minutes. And then when it opens up for me, its full. :| Like, I've been only able to play 48 player games because of this.

People start to join as soon as the server is back online. If you're unable to get onto a 24-slot server, please just continue to play on the 48-slot servers or in off-peak times. Additionally, you could consider donating to receive donor priority.
