It's a bug which you can get kicked for in game, but not bannable.

This can happen for a number of reasons: lag, sponsoring ender pearls and I am sure it is possible with a hacked client. I am not actually able to watch the video as I am currently using my phone , so I am judging off other users comments. Also if you are reporting a user for using a hacked/ modified client please do in the report abuse section and follow the template.
