The arrows is a glitch following the tiers being mixed up, and chest spawn rate also being mixed up. It's being worked on, I assure you, but the Devs are incredibly busy people, some with multiple jobs to take care of including this. Not everything will be fixed as soon as you ask for it, so please have some patience.
