Well technically they didn't promise anything, nor broke any. The * reference was to be added after stability tests.
We got more servers.
We got a new lobby.
We got new maps.
We got randomized chests.
We got advanced statistics.
The only thing which would be missing are "game masters", but whodaheck knows what the hell they are?
And the reason why the rest of the additions weren't added is because they were what they focused on and wanted to make sure the rest worked well. They probably would of added achievements and arenas by now but apparently, according to players it isn't stable at the moment; like you said:
I'm not entirely sure, but with updates in the MCSG home/news feed support the suggestion that they are still focusing on the stability. And I would much rather this than them pushing out all of the additions straight away which may of caused a lot more trouble then they do now.
What they could of done though, is release the current as pre-mcsgv2 or bring it out in two parts instead of officially releasing half of it as a whole. The problem is that players either want new content, or fixes of previous content, it's not easy to bring out both, and I think it's good reasoning to stabilize it now rather than it becoming a problem in the future.
Gamemasters were in fact implemented, but are a staff -only feature. And yes, in a perfect world, 48 player servers and achievements would be already implemented, but unforeseen difficulties appeared, such as the rubberbanding, crafting glitches, lag, and other issues have made the updates feature more on stability. There's no point bringing out new stuff if you can't even play the basic game properly.
Staff can join servers completely invisibly, to make it easier to catch hackers. There are a few other things it adds, but that is the main one.Can you please explain what game maker is? .-.

So, before this was added, when a mod joined a server, you wouldn't be able to see the notification of them joining. But when you do /list, you would see their name. Sometimes when a hacker sees that, they'll turn off their hacks and pretend to be a normal player. Now, when you do /list you don't see the mod's name.
It's a bit like the Labor Government and their empty promises..
