Breeze Island! About Tier 2s

Okay, so when i played a game in breeze i found only tier 2s in spawn, and that was wierd, becuse it used to be tier 2s over the whole map on breeze before Mcsg V2, so i ask you guys, is it a bug?

I think Breeze tiers are bugged generally, sometimes every chest is tier 2, sometimes none.
