It can seriously help alot with seeing chests in the water (Which alot of maps put as a hiding place.)

Also, I don't experince any FPS drop.

Like Zeno said, it is allowed, but to help further prove his point just because I can, you can do pretty much the same thing with Optifine. If you tweak the settings correctly, you can see through water as though you have a night-vision potion.

This. SEUS is not the only thing that allows this, there are many texture packs, optifine settings, graphical mods, etc. that would allow it. As none of these really give much of an advantage to players (a very slight one at most), they are allowed.
