About Bottles-o-enchanting, they're a bit to OP to be found in tier 2's, but here's what I think that might be better. Every time you kill a guy, you gain a certain amount of experience, depending on their points, you may gain more that others. This might make enchanting possible but not OP

We can already get enchanted weapons though, you just gotta work for them and find an enchantment table.

I personally think enchanting bottles would be a nice edition to tier 2 chests but only 1 therefore you still have to loot a few tier 2 chests to get 1 level
