No its luck.. Because when you open a Tier 1 or 2 chest, you have absolutely no idea what could appear. You are hoping its weapon or armor etc. Its a game of luck and strategy.

But in a tier one, it is impossible to find iron armour. If it was luck, you could find any item. You have a chance to find the items that will appear in that chest's tier. So, there is a chance that some leather/chain could appear in a tier one, but no chance of iron. Therefore, it is chance
