Racking Up Wins - Illegal Method?

So, I was on a server when I ran into someone very high on the leaderboards. (Not saying names)
I found myself in a near empty game with him, and it turned out very quickly that everyone else in the game was on his team. He was racking up wins by having his teammates killed or commit suicide. This helped him quickly rack up wins and made it impossible for him to lose.

Is this legal? It certainly shouldn't be, as this is pretty much cheating. If I had 5 alt accounts and joined a server at 2 in the morning and kept having them suicide over and over again, I would be high on the leaderboards as well. What he was doing wasn't legit, and I don't think it should be allowed.

It isn't. If all the IP's are the same or there is proof, you can get him banned. At least I think it should be, if it isn't, i'm done yo.

This is really cheap, but I don't think there is a rule against it.
EDIT: wow Lively, saying something a split second before I do :(
