Plugins are indeed the reason. We need Bukkit for fishing rods and plugins to work, but it isn't updated to 1.7 yet. :/

Will BSM be allowed then? If it's available to all participants, this would solve the issue of the plugins, while allowing people who are used to the 1.7 sprint to use a close equivalent to it.

Nope, they have way too many uses in vanilla, and we have no way to limit how much everyone can use them.

Forgot that only MCSG sets it to about 4 uses :/
Can't they edit the plug-in to make it only have 4 uses aswell?

80%+ of people use 1.7 nowadays....Why screw them all over for the >20% of people who still use 1.6? You'll have access to Optifine, so there's no reason why you should be given any advantage over the majority of players in the competition.

20>80, duh. I'm fine with 1.7, I can double tap there as well.
