I doubt many people will play unless they have the region advantage as many 'pros' are competitive and majority can't stand losing.
Well it wouldn't have to be serious thing so maybe it wouldn't matter if they lose but I your point u made.

Elgoldo vs Egrodo vs Darkrai202
There would be lag problems.

Except it's impossible without sending each of the participators the fastest router in the world, so that they can connect to the server close enough to equally :p Or space hosting, but that doesn't exist yet. So no matter what you do, someone will be lagging :p

The fastest routers in the world would really not help at all, still not faster than Ethernet.

A way to make this work is having multiple rounds with a roundcounter dividable by 3. The location of the server would just be changed after every round. Everyone would have rounds with good and bad connection then.

Well, this idea may have some future potential, but honestly, there are many problems associated with doing this, if you ever plan to. First of all, the lag. There would be no perfect place to host the server, because since all continents are playing, the ones further away will get a worse connection, making the people living closer have a huge advantage. The lag would be a huge problem, but may I suggest the best of each continent face each other, instead of people from all continents facing each other? Just an idea...

Secondly, scheduling. Obviously, people from different continents all have different time zones. It will be a huge task finding a date and time where everyone will be able to play at the same time. It could be 12:00 pm where you are, but 12:00 am where someone else is, making it not ideal for the second person to play. There are many more problems associated with this, but if you could pull it off it would be great! :D

Why divisible by 3? Aren't there 5 regions? :p
