Best time to play?

Right now, it's 1:30am where I live (pst) and I've noticed a lot of teaming japanese donors around this time. Getting 2v1ed 5 games in a row isn't fun. This also made me remember, last week I was sick, and around the hours 9am-1pm there were a LOT of hackers (think I reported 12 hackers in those 3 days). So I was wondering, what is the BEST time to play? and on which servers? and for what reasons? I feel like this will really help me and other people, because it's hard finding the right time when there are no hackers or teamers. I usually feel like the "golden" hours are 4pm-7pm Pacific Standard Time.

Play early in the morning, (6-8 AM) or just stupidly late at night. (4-5 AM)

For me, the worst time's to play in the evening since that's around the time when most players are on, which means more quality players are on.
