I use Voxel Sniper. It has a range of brushes like Ball brush, Melt brush, etc. it is all you need for terra-forming but it is hard to learn all of the commands.

Give it a try ;)

World painter is great for beginning the job.
I strongly suggest using it.

You could also try MCedit which is what I use when working on build projects, I haven't seen how voxelsniper works but based on other reviews I hear it's also really good for building.

Is there a specific tool that is easiest to use making mountains?

What I generally do is use the ball brush and make a rough shape of my mountain. Then I get the melt brush and gravity brush and turn the shape into a nice smooth mountain. Then there are all kinds of brushes to do things like snow cover, tree placing, and layering. Read about all of the commands on their wiki and experiment with what you like. Once you get used to all of the commands you can make amazing landscapes. Make sure to experiment with it first or you could ruin your map!
