I know a few Japanese people who can speak English pretty well but the problem is they can't do the Moderator Application because its too hard and stuff :(
Hmm、what specifically is difficult about it, It's one think if you don't understand English very well, but if you do know then the only issue is being able to word your sentences properly.

I've seen a few mod apps, and the main issue seemed to be an inability to understand the question, or being able to reply properly. Basically, an language barrier.
You know what, It's up to the Senior Staff to decide, but I'm going to translate the moderator application questions right now. that way there is one less problem.
EDIT: Wait, didn't someone already do that? or was that the Report abuse templates?

返信遅れてすいません。
僕は数回モデレーターアプリケーションを提出しましたが、グーグル翻訳を使ってのアプリケーションなので、うまく思いを伝えられる事ができませんでした。
そこで、@Erisyukaさんにしっかりとした英文になるように翻訳を頼みました。
そしたら、@Erisyukaさんが一つ問題を見つけて下さいました。
アプリケーションが受かってもインタビューは一人で受けなくては行けないと言う事でした。
当然、僕には英語で会話するなんて無理です。
そこで、通訳を通してのインタビューが可能かあるシニアモデレーターに聞いた所、
Unfortuately, We only accept English speaking moderators as it makes the job of conveying information easier. Sorry.
このような返信が来てしまいました・・・。
こんな感じなのですが。。。

Dear moderator, Why does away I thought moderators you have 100% understanding of the Japanese that I needed?
At this rate, vandalism of Japanese places many!

So that they can talk to their superiors… I think that's the answer you're looking for..

I think that was the report abuse templates. Me and Remiria are translating the rules to Japanese :D

And based on his mod app and what Tom has said about the questions being difficult, if we want more Japanese mods, I think the first thing we need to deal with is translating everything into Japanese, so that way they can effectively complete their mod app in Japanese, at that point the only problem is translating their answers into English for submission and the interview.

Even if this was done, how could they effectively communicate with the staff once they were chosen?

I'm referring to the people tomm mentioned that can properly speak English but just have a hard time writing out the questions.

I agree that if you are going to be Moderator you should be a proficient speaker in English and Japanese. This way you will be able to communicate with the Japanese players and the players that speak English.

Why interview through an interpreter do you impossible?
通訳使ってインタビュしているなら、明らかに英語に会話できないの証拠です。
If you can't do the interview without having an interpreter, that is clear evidence that you can't converse in English.
