Horse pvp is OP to be honest. All of your sword hits hit the horse instead the player. On Roxbot, they tested horse pvp and players were getting 100 killstreaks just by sitting on their horse.

You cannot craft a saddle. Horse saddles were added for a single snapshot, and then removed by popular demand. They were replaced by the use of pig saddles, which still need to be found in dungeons.
