There are a couple things you're doing wrong.
First, this isn't where you submit evidence.
Second, when you submit video evidence, the clip should not be edited, i.e. no slow downs or fast forwards.

But for future references, if you see a player hacking or breaking the rules in general, please report them here, by following the provided template, which you can find here. Make sure you make the video Unlisted on YouTube and remember to sign the agreement at the bottom of the template in regards to keeping the evidence available at all times.
