Simple. Hackers typically don't care about how they ruin the game for players, and since it's very fun hacking for some, they'll do a lot to increase how much fun they're having, and typically aren't intelligent enough (even if they don't know it's against the rules, also which would make them slightly more unintelligent for not checkin' out the rules), to know that they probably wouldn't be downloading a hacked client, not an allowed modification that does not give them unfair advantages.

EX
: Paying 500 bucks for something in a block game, that you payed 26 dollars for...That alone conveys some of the hackers intelligence....Huh? I forgot the 95 cents? Oh my bad, my deepest apologies.

And then there's this guy with a casper client lol... ;-;
All he really has to do is turn his settings down a bit and then boom he becomes a big youtuber and everyone thinks he's legit... oh wait... did that already happen?

Sigh

Not going to say anything about significantly larger YouTubers than this, but altogether it's pretty sad. xD

Wait, I'm trying to piece your second statement together and remove the double negative.
Hackers typically aren't intelligent enough to know that they probably would be downloading a legit client, not a hack that gives them unfair advantages.

Sorry, I didn't get the memo :|

Yeah, basically what I'm saying. They're called hacks for a reason. :)
