Also , you can host it in your own computer , you don't really need to pay for a server . I'm making my last Survival Games map "Sunset" hosted in my own computer

A bukket server is a type of server that supports plugins, (MCSG is a bukket server and yes it costs money to run, thats why MCSG offers Donations in return for in-game ranks)

Define the project more man, what kind of builders, what kind of map? things like that, because if your actually looking for quality builders they wont be attracted to a shouty title saying I need builders and not much else.
