If you have 5 FPS, I personally think you'll have an extremely difficult time playing, no matter how good you are. You can get good, but it won't be as easy as if you had 30 FPS, or even 60. The higher FPS you have, the easier it will be for you to get good.
I was playing with 200 KB/s internet a while ago, and literally lagged out each game. That just sucked, and I wasn't able to pvp at all because people could hit me while I was ghosted, but I couldn't hit them.

Of course, once you have a decent connection and FPS rate, then it's up to you how good you are.

Yes, having good internet is such an amazing thing when it comes to PVP. You can get a lot of hits if you have some beast connection, some people will think you're hacking if this happens. (That's the annoying part), but to answer your question, you should consider getting a fast internet with good ping xD

Not necessarilly. I've been playing with lag for over a year and it does affect the outcome of games or fight, such as lagging out or freezing, but it doesn't affect my PvP as much. Yes it'd be way easier to use the bow and the fishing rod without the delay but I still regard myself as a pretty good fishing rodder. I guess you just have to get used to the lag.

I can't get back in the Top 1000 with Time Warner Cable. Seriously, they've ruined my MCSG career. Perhaps in the future.
