Lobby sped up?

Well, the timer used to be five minutes long, and the in-game timer used to be one minute.

It's short enough as it is in my opinion, while also allowing enough time for everybody to join.

Well I think since there are a lot of really good players that play on the first 40 servers, maybe it'll fill up quicker, and maybe we don't have to wait as much in the first 40 servers

Regular two minutes, once the server is full, boost it to 30 seconds maybe. Just seems like a convenient idea. Keep the pregame timer, its fine.
