I think a lot of the confusion about "region difficulty" has more to do with our limited experiences outside of our home region rather than actual facts. Look at the fact that people around the world are generally equally intelligent regardless of their continent.
However, if there are more people who play on a region and there are less servers, that provides advantages to donors, (who are usually better players) and also to experienced people in general (who know the tricks to getting into servers) and people with better connections. (who can get in right after the restart) Thus, regions with a lot of people and few servers should be harder to win on. Let's see some statistics now...
US: 315 million people, 150 servers (it is worth noting that people in South America and Latin America play on US as well.)
EU: 510 million people, 125 servers
AU: 23 million people, 25 servers
CA: 35 million people, 25 servers
AS: 4 billion people, 12 servers
Mere population doesn't account for a lot of this, but it gives us an idea. Asia has mostly less-developed countries though, so fewer people use computers for gaming. All 12 AS servers never fill up. Australia on the other hand, is the second most developed country in the world, and the US is the third. Thus, they have very common computer access. (Norway is first, if you are wondering)
For those who have tried other servers and found and abundance of noobs in the other region, you may have been playing at a slow time, in which the good players aren't as out and about. We all know it is easier to win in the US at 4:00 A.M. EST than 4:00 P.M. EST. In the night, everyone plays more poorly and it is mostly noobs running about on the servers.
Before we make assumptions about skill of other servers, we may want to play more and get more experience with different times of day.
I have an alt and I have personally played maybe 2500 games on US and 500 games on EU. I have found that EU players are just as good and respectable players as the US players, though the servers aren't typically as full. There is no correlation of skill between regions because we are all intelligent human beings. That is my thesis.
