Skill is really hard to judge, everyone's opinion on who is the most skilled is different. However, you could make the "most skilled players of each region" if you really wanted, or maybe just Australia.

There are many threads containing opinions on who the best players are. This one is based off of wins and region, nothing else.

Yes it would take a bit more work but its pretty easy to contact a third party and get everyone opinions and create a reasonable outcome.

Cool! and maybe to move up through the leaderboard you have to PvP the person above you, or something like that

Edit: Actually that won't work, since this is based on SG skill, not PvP skill.
