Unable to upload files to new threads in the Report Abuse section

As the title says, I am unable to upload files to new threads in the Report Abuse section. Any particular reason for this, or do I just need to use a file sharing site from now on?

It is suggested to use a third-party site such as tinypic.com or photobucket, otherwise you would be using the space on our webserver. Everyone loves saving drive-space ;D
