Where can I make a formal complaint about staff abuse?

There's a "file a complaint" section on the forums, but it's not open yet...

report it to a sr mod or admin if it is a moderator

Report it to someone of higher rank than the person you're reporting via PM, I.e. report a Sr. Mod to an Admin.
