Lowest quality maps in my opinion:
Freeze Breeze - Very literally just a rehash of breeze, the only true changes(Not just aesthetical) were the several added features in the water (Which are very few and far between) and the freezing of the water. Breeze wasn't very high quality to start, but taking a map and changing nearly nothing is worse. I'd say the same for Demons Breeze, but the changes on that map are a lot more numerous, and enough has changed to the point where it's 90% it's map, with a little influence from its namesake.
Moonlight lake - Unlike most maps, this one does very little to set any president in what style it will take build style, most of the few builds make little to no sense as to the point of their existence, they seem like they were hastily thrown together to add a very slight amount variation to the dull swamp outside the decently terraformed cornucopia. Unlike freeze, I actually don't dislike this maps gameplay, though.

Shaders can make anything look pretty, so this doesn't prove much.
You're saying Breeze is low quality, although the mountains are excellently terraformed and Breeze is one of the only maps to pull of the ship thing well. Breeze is also one of the only maps to look nice and have a good gameplay experience (Except for the water).
I've played around with that terraforming style a lot, and it's extremely easy to pull off. The ships are also pretty mediocre. Static_nightmare is a very good builder now, but Breeze Island was a terrible map.
